GIS Manager

Purpose:  

Manage the design and health of an enterprise GIS operation that is vital to our core products, both internal and external. Lead GIS team in curating, maintaining, and administering geospatial data. Work closely with business units to develop innovative location-based applications and systems. Administer GIS systems for reliability, efficiency, and security.  

Essential Functions: 

  • Be the leader of our GIS ecosystem, from architecture and data management to application design and performance, including process improvement and data best practices.
  • Lead a team of GIS professionals, including regular one-on-one meetings, goal-setting, training, and guiding vision for the GIS team in alignment with department and company goals.
  • Perform spatial database design, creation, and optimization, as well as develop customized GIS tools for internal and external users. Work closely with our Development and Infrastructure teams as well as other stakeholders to improve delivery of data via applications and services.
  • Support the WSRB business needs by identifying and collecting appropriate spatial data and by documenting and standardizing data management workflow processes and data attributes.
  • Identify opportunities for process improvements and recommend changes as necessary. 
  • Identify and assist with the acquisition of new data from both internal and external data sources (includes establishing and maintaining business relationships with data provider organizations).  
  • Manage and follow data update schedules to meet compliance requirements.
  • Ensure our data is reliable and secure in both on-prem and cloud environments, including all levels of server and database administration as necessary, with both ArcGIS Enterprise and standalone server setups.
  • Assist with internal and external customer issues and requests and provide 24/7 support for critical situations as needed. 
  • Work with outside vendors and contractors as needed. 
  • Follow Agile methodology best practices. 
  • Embrace and align with WSRB Core Values. 
  • Provide regular updates to the Technology Solutions Director. 

Supervisory Responsibility:

  • Supervision of GIS team.  
  • Monthly metrics and 1:1 meetings.  
  • Work closely with Tech Solutions Director.  

Additional Responsibilities: 

  • Attends daily meetings within the Technology Solutions department and various other meetings on a regular basis.  
  • Complies with departmental and WSRB policies and procedures.  
  • Other projects and duties as assigned.  

Knowledge, Skills, Education, and Experience: 

Required:

  • 7–10 years’ experience managing GIS staff, systems, and/or projects.
  • Advanced proficiency with ESRI and open-source GIS software and systems.
  • Working knowledge of SQL server, map services/APIs, and geospatial application development.
  • Excellent analytical and problem-solving skills.
  • Excellent oral and written communication skills.
  • Ability to work and coordinate closely with GIS team and business stakeholders.
  • Proficient with Microsoft Office Suite (including Microsoft 365).  

Preferred:

  • Experience with ArcGIS Enterprise (including Portal) and cloud deployment.
  • Experience with Agile/Kanban and Agile project management software.  

Internal/External Contacts: 

  • Daily contact with internal department personnel at WSRB.
  • Frequent contact with all levels of management at WSRB.
  • Occasional contact with external customers or vendors. 
 

Working Conditions: 

  • Working from home.  
  • Travel to the Seattle area for in-person teambuilding and All-Team meetings at least eight times per year, plus other meetings as needed.  
  • Ability to use computer mouse and keyboard.  
  • Ability to sit for long periods of time.  
  • Repetitive use of hands required.  
  • May be required to work nights & weekends as necessary (rarely). 

Salary Range   $98,088 - $156,890
