WSRB has introduced an optional W Classification that refines Protection Class for certain properties between five and seven road miles from a Class A fire station with a recognized water supply, reflecting enhanced fire suppression capability while preserving the existing PC framework.
WSRB’s Protection Class framework is designed to help insurers evaluate fire protection capabilities in a consistent, defensible way. As fire service operations, response models, and supporting infrastructure continue to evolve, WSRB periodically reviews and refines its classification manuals to ensure they remain aligned with real-world conditions.
The introduction of W Classifications is one such refinement.
The addition of a W Classification to our Public Protection Classification Manual (PPCM) provides an additional level of differentiation for a narrow group of properties where existing criteria thresholds did not fully reflect observable fire suppression capability.
The W Classification offers insurers an optional refinement through the Alternative Public Protection Classification Manual, allowing them to evaluate whether this additional distinction supports their underwriting and rating objectives.
Insurers may choose to adopt the W Classification by using the Alternative Public Protection Classification Manual and completing the appropriate filing, enabling more refined Protection Class differentiation where it adds value.
By maintaining familiar class structures and adding a clear designation, the W Classification preserves consistency while improving resolution where appropriate.
A W Classification is a refinement to WSRB’s existing Protection Class (PC) framework that identifies certain properties located between five and seven road miles from a responding Class A fire station, when those properties still meet established water supply criteria.
The “W” designation is added to the existing protection class of the community or fire district (for example, PC 3W) to reflect a distinct level of fire suppression capability.
WSRB periodically reviews and updates the Public Protection/BCEGS Classification Manual (PPCM) to ensure classifications reflect real-world fire protection conditions.
Over time, it became clear that properties beyond five road miles from a fire station do not all present the same level of fire suppression capability. In particular, properties between five and seven miles that continue to benefit from Class A response and reliable water supply warranted additional differentiation.
The W Classification provides a practical way to recognize those differences.
The W Classification adds a refined designation to certain properties where existing classifications did not fully capture differences in fire suppression capability.
In other words, W Classifications add an alternative method that exists in parallel to currently available PCs.
Under the Alternative Public Protection Classification Manual, a property may qualify if it is:
- Located within the legal boundaries of a community rated PC 1 to PC 8.
- Located between five and seven road miles from a responding Class A fire station, and
- Within 1,000 feet of a hydrant, or
- Located in a community that receives Mobile Water Supply Credit
For dwellings and farm dwellings, Tender Credit is also considered, consistent with current PPCM provisions.
The W Classification is displayed by adding a “W” to the community or fire district’s existing protection class.

The Committee agreed that the W Classification reflects a common-sense distinction in fire suppression capability.
Because W Classifications are new in Washington, WSRB is submitting separate, concurrent filings for each property line of business. These filings include the corresponding proposed rating factors.
